# Vehicle Ownership Transfer (Tukar Hak Milik)
What Is It
Vehicle Ownership Transfer (Tukar Hak Milik) is the official legal process managed by the Road Transport Department (JPJ) to transfer a vehicle's ownership from the registered seller to a buyer. This can be done online via the mySIKAP portal or physically at JPJ counters.
Who Is Eligible
Vehicle sellers (current owners) and buyers (new owners) who are Malaysian citizens or registered companies.
Vehicle must pass PUSPAKOM B5 inspection beforehand.
Required Documents
For Seller & Buyer: MyKad (original and copy).
Vehicle Document: Original Vehicle Ownership Certificate (VOC/Geran).
Inspection Report: Valid PUSPAKOM B5 inspection report (Transfer of Ownership).
Step-by-Step Procedure
1. Obtain PUSPAKOM Report: Schedule and pass the PUSPAKOM B5 inspection.
2. Seller Initiates Transfer:
- Online: Log in to the mySIKAP portal, select 'Vehicle Services', and input the buyer's details.
- Counter: Visit a JPJ branch and submit the JPJ K3 form.
3. Fingerprint Verification: Seller verifies identity using biometric fingerprint scanning (at counter or via linked home reader).
4. Buyer Accepts Transfer: Within 7 days, the buyer must log in to mySIKAP or visit a JPJ counter to accept the ownership transfer and verify their fingerprint.
5. Pay Fees: Buyer pays the transfer fees and road tax.
6. Print VOC: Print the new Vehicle Ownership Certificate (VOC) at the JPJ kiosk/counter.

Cost: Motorcar RM100 transfer fee; Motorcycle RM20 transfer fee.
Processing Time: Instant once both parties complete fingerprint verification.

Important Notes
