What Is It

A Personal Approved Permit (AP) is an import license issued by the Ministry of Investment, Trade and Industry (MITI) allowing Malaysian citizens (working or studying abroad) or foreign expatriates relocating to Malaysia to bring in their personal registered motor vehicle.

Who Is Eligible

  • Malaysian Citizens: Must have resided abroad legally for a continuous period of at least 1 year (working or studying). The vehicle must be registered in the applicant's name for at least 9 months abroad.
  • Foreign Expatriates: Must hold a valid Employment Pass Category I or II and reside legally in Malaysia.
  • Required Documents

  • Form JK69: Customs import permit application form.
  • Passport: Full passport copy showing visa and entry/exit stamps.
  • Vehicle Registration Card: Document from the foreign country showing the owner's name and registration date.
  • Purchase Invoice / Receipt: Proof of vehicle purchase.
  • Employment/Study Proof: Letter of employment/graduation certificate from abroad.
  • MyKad / Passport: Copy of applicant's identity documents.
  • Customs Form K1: Official customs clearance declaration.
  • Step-by-Step Procedure

    1. Online Application: Register and apply via the ePermit system managed by MITI (epermit.dagangnet.com.my) while still abroad or upon returning. 2. Document Upload: Upload vehicle details, passport copy, foreign registration, and residence verification. 3. AP Issuance: Upon approval, MITI issues the physical Approved Permit. This must be done before shipping the car. 4. Shipping & Customs: Ship the vehicle. Upon arrival at a Malaysian port, submit the AP, complete Form Kastam No. 1, and pay the calculated import duties and SST. 5. JPJ Registration: Register the vehicle at JPJ after obtaining a PUSPAKOM B2 inspection report.

    Cost & Processing Time

  • Cost: MITI processing fee is RM120 for the AP. However, high import duties (up to 60-105%) and SST (10%) are payable to Customs based on the vehicle's assessed value.
  • Processing Time: AP approval takes 7 to 14 working days from complete submission.

  • Important Notes

  • Each eligible individual is only allowed to import one (1) vehicle under the Personal AP scheme.
  • The imported vehicle must not be sold or have its ownership transferred within 2 years of local registration without prior written permission from MITI and Customs.
