What Is It
Vehicle De-registration (Pembatalan Pendaftaran Kenderaan) is the official process to permanently remove a motor vehicle from the JPJ active database. This is required when a vehicle is old, heavily damaged in an accident, or ready to be scrapped at an Authorized Treatment Facility (ATF) under the Department of Environment (DOE).
Who Is Eligible
Registered owner of the vehicle (individual or company).
Legal representative or heir (with letters of administration/authorization).
Required Documents
Form JPJ K1b: Application form for de-registration.
Vehicle Registration Certificate (VOC / RC): Original registration card.
MyKad: Copy of owner's identity card.
ATF Certificate of Destruction (CoD): Proof that the vehicle was scrapped at an authorized facility.
Police Report: (If the vehicle was lost, stolen, or destroyed in a fire/accident).
Step-by-Step Procedure
1. Scrap the Vehicle: Send the vehicle to a Department of Environment (DOE) licensed Authorized Treatment Facility (ATF) or JPJ-licensed scrap yard. Get the Certificate of Destruction / Scrap Receipt.
2. Clear Outstanding Loans: Ensure there is no active bank claim (Hak Milik Tuntutan) on the vehicle.
3. Visit JPJ: Go to the JPJ State Headquarters or District Office.
4. Submit Forms: Submit the completed Form JPJ K1b, VOC, owner's MyKad, and the Scrap Receipt.
5. Confirmation: JPJ cancels the vehicle registration. The owner is issued a de-registration confirmation slip. You can now claim the remaining pro-rated motor insurance.
Cost & Processing Time
Cost: De-registration at JPJ is Free of charge. Towing/scrapping fees depend on the scrap yard.
Processing Time: Completed on the same day (usually within 1 hour at the JPJ counter).

Pejabat JPJ Negeri / Cawangan (State or District JPJ Branch Offices).
Important Notes
Scrapping a car at an unlicensed scrap yard (kedai potong) without JPN/JPJ de-registration is illegal and leaves the owner liable for any future misuse of the vehicle chassis number.
If the registration is cancelled, the vehicle number plate cannot be reused or transferred unless purchased through a special JPJ process.
