# Tribunal for Homebuyer Claims (TTPR)

What Is It

The Tribunal for Homebuyer Claims or Tribunal Tuntutan Pembeli Rumah (TTPR) is an alternative forum under the Ministry of Housing and Local Government (KPKT). It provides homebuyers with a fast, low-cost legal channel to file disputes and claims against property developers up to RM50,000 without hiring lawyers.

Who Is Eligible

  • Homebuyers of residential properties protected under the Housing Development Act (HDA) who have claims related to:
  • - Late delivery of vacant possession (Liquidated Ascertained Damages - LAD). - Defective construction work or materials. - Failure by developers to comply with SPA terms.

    Required Documents

  • Completed Form 1 (Statement of Claim) - 4 copies.
  • Copy of the signed Sales & Purchase Agreement (SPA).
  • Copy of the Notice of Vacant Possession (Handover Letter).
  • Certificate of Practical Completion (CPC).
  • Receipts showing payments made to the developer.
  • Photos and quotes for defect repairs (if claiming defects).
  • Step-by-Step Procedure

    1. File Form 1: Purchase and fill out Form 1 from the KPKT website or e-Tribunal portal. 2. Pay Filing Fee: Pay the RM10 filing fee. 3. Serve Notice: Serve a copy of Form 1 to the developer within 14 days of filing. 4. Submit Defense: The developer must file Form 2 (Statement of Defense) if they wish to contest. 5. Hearing: Both parties attend the tribunal hearing. No lawyers are allowed to represent either party. 6. Award Decision: The Tribunal President makes a binding decision and issues an Award (Form 4), which must be complied with within 30 days.

  • Important Notes
