What Is It
The Visa-on-Arrival (VOA) is a travel facilitation facility offering short-term single-entry visas at specific Malaysian entry points for eligible foreign citizens who arrive without a pre-approved travel visa.
Who Is Eligible
Open to citizens of China and India who are traveling directly from Singapore, Thailand, Indonesia, or Brunei.
Must hold a valid tourist visa from the transit country (Singapore/Thailand/Indonesia/Brunei).
Required Documents
Valid Passport (minimum 6 months validity).
Valid tourist visa from the transit country (Singapore, Thailand, Indonesia, or Brunei).
Confirmed return flight ticket to home country (China/India).
Proof of sufficient funds (at least USD500 in cash, travelers cheques, or bank statements).
Step-by-Step Procedure
1. Arrive at Checkpoint: Visit the designated VOA Counter at eligible entry airports (such as KLIA, Penang International Airport, Senai Airport, or land borders in Johor/Kedah).
2. Collect Form: Request the VOA Application Form at the counter.
3. Submit Documents: Present your passport, return flight ticket, transit visa, and cash proof.
4. Pay VOA Fee: Pay the flat VOA processing fee of RM200 (cash or card).
5. Visa Issuance: The officer processes the entry stamp. The VOA is valid for a maximum of 15 days.

Cost: RM200.00 processing fee per person.
Processing Time: 30 to 60 minutes depending on checkpoint queue lines.
Where to Apply
Designated immigration counters at KLIA Terminal 1 & 2, Penang (PIA), Johor (Senai Airport), or Johor land checkpoint (KSAB).
Important Notes
The VOA is valid for 15 days only and cannot be extended under any circumstances.
Standard tourist entries for nationalities not qualifying for VOA must apply for e-Visa online prior to traveling to Malaysia.
