What Is It

A Temporary Lay-up Certificate (Sijil Penggantungan LKM / Lesen Kenderaan Motor) is an official JPJ certification that allows a vehicle owner to legally suspend the road tax. This is useful for vehicles that will not be driven on public roads for a long time (e.g., undergoing major repairs, owner going abroad) to avoid paying road tax and penalty fees.

Who Is Eligible

  • Registered owner of the vehicle (individual or company).
  • The vehicle must have a valid road tax at the time of the application or the road tax has expired for less than 1 year.

    • Required Documents

  • Form JPJ K9: Application form for temporary suspension.
  • Vehicle Registration Certificate (VOC): Original document.
  • MyKad: Copy of owner's identity card.
  • Supporting Evidence: Letter from workshop (if undergoing repairs) or overseas posting letter, etc.

    • Step-by-Step Procedure

    1. Visit JPJ: Go to the nearest JPJ State Head Office. 2. Submit Form JPJ K9: Fill in the details including the location where the vehicle will be stored during the lay-up period. 3. Surrender LKM: Surrender the physical road tax disc/sticker (if applicable). 4. Approval: JPJ registers the suspension and issues the Temporary Lay-up Certificate. The minimum lay-up period is 3 months and the maximum is 12 months (renewable). 5. Ending Lay-up: To reactivate the vehicle, inspect the vehicle (if expired >1 year, PUSPAKOM is required) and buy new insurance and road tax.

  • Cost: Registration fee is RM50.
  • Processing Time: Approval is granted on the same day (usually within 1 to 2 hours at the counter).

  • Pejabat JPJ Negeri (State JPJ Offices) only; smaller branches or UTC offices may not handle this service.

    • Important Notes

  • The suspended vehicle MUST NOT be parked or driven on any public road during the lay-up period. It must be kept on private property (e.g. private garage/compound).
  • If caught driving a vehicle under lay-up status, the owner will face severe fines and the lay-up status will be revoked.
