What Is It

The Program Pembangunan Siswa Sulung (SULUNG) is an education welfare initiative introduced by the Ministry of Higher Education (MOHE) designed to exempt the first child in a B40 family who successfully gains admission into a public university (IPTA) from paying tuition fees.

Who Is Eligible

  • Malaysian citizen.
  • From a household categorized under the B40 income group.
  • The candidate must be the first child / first representative in the immediate family (parents and siblings) to enter higher education at the bachelor's degree level.
  • Enrolled in a full-time Bachelor's Degree program at a public university (IPTA).
  • Program Benefits

  • 100% Tuition Fee Exemption: Full waiver of academic/tuition fees throughout the duration of the undergraduate study.
  • Welfare Mentorship: Guidance and career coaching provided by the university's student affairs division.
  • Required Documents

  • Offer Letter: Official university admission offer letter.
  • Parents' Income Statements: Salary slips, JKM statements, or income declaration forms verified by a village head.
  • Family Declaration Form: Statutory declaration confirming no other sibling or parent has a university degree.
  • MyKad: Copies of student's, parents', and siblings' identity cards.
  • Step-by-Step Procedure

    1. Admission: Secure admission into a public university (IPTA) via UPU Online or direct intake. 2. HEP Application: Apply through the Student Affairs Division (Bahagian Hal Ehwal Pelajar - HEP) of your respective university during registration week. 3. Document Submission: Submit the physical or online forms with family income records and sibling education status verification. 4. Interview (If Required): HEP officers may conduct a short interview to assess family background. 5. Exemption Active: Once approved, your student billing account will be updated, and the tuition fee charges will be waived (shows RM0) on your portal.

  • Processing Time: Approval takes 4 to 6 weeks from the date of submission at the university.

  • Important Notes

  • The waiver applies strictly to academic tuition fees. Living expenses, accommodation, and registration deposits must still be covered by the student or other loans/scholarships (e.g. PTPTN).
