What Is It

Rumah Mesra Rakyat (RMR) is a housing subsidy program managed by Syarikat Perumahan Negara Berhad (SPNB) to assist low-income earners, such as fishermen, farmers, and poor families who own land but do not have a proper home, to build a high-quality single-story house. The government provides a cash subsidy of RM20,000 for construction.

Who Is Eligible

  • Malaysian citizen aged between 18 and 65.
  • Monthly household income between RM1,500 and RM4,000.
  • The applicant or spouse must own a piece of land with a minimum area of 2,800 sq ft, free from any mortgage/charge.
  • Does not own another residential property or lives in an dilapidated house.
  • Required Documents

  • Copy of applicant and spouse's MyKad.
  • Copy of the Land Title (Geran Tanah) and latest land tax payment receipt.
  • Copy of land layout plan or permission letters if land is owned by multiple family members.
  • Income declaration form verified by local community leaders (if self-employed).
  • Letter of declaration confirming the applicant does not own any other house.
  • Step-by-Step Procedure

    1. Register Online: Visit the official SPNB RMR online application portal. 2. Submit Application: Fill in land details, upload ownership documents, and select your preferred house design template. 3. Site Inspection: SPNB officers visit the land to inspect accessibility, size, and suitability. 4. Approval & Downpayment: Once approved, pay the minimal administrative fee and sign the building contract. 5. Construction: SPNB-appointed contractors build the house on the land. 6. Handover: Inspect the finished home and collect the keys.

    Cost & Processing Time

  • Cost: House cost is RM75,000. Government provides a RM20,000 subsidy. Buyer pays the remaining RM55,000 via interest-free installments (around RM300/month).
  • Processing Time: 3 to 6 months for approval and contract signing. Construction takes 3 to 4 months.
