What Is It

The Muslim Marriage Registration is the official administrative process to register a Muslim marriage (Nikah) in Malaysia. It is governed by state Islamic Family Laws and managed by the respective State Islamic Religious Departments (JAIN) or through the centralized SPPIM online system.

Who Is Eligible

  • Both bride and groom must be Muslim.
  • The bride must have her Wali (lawful guardian) present or obtain approval for a Wali Raja/Hakim.
  • Attended the mandatory Muslim Marriage Course (Kursus Pra-Perkahwinan Islam).
  • Free from legal barriers under Islamic Family Law (e.g., waiting period/Iddah for divorcees).
  • Required Documents

  • SPPIM Form: Printed online application form.
  • MyKad: Copies of groom, bride, and Wali's identity cards.
  • HIV Test Report: Certified HIV test results from a government health clinic (Klinik Kesihatan).
  • Marriage Course Certificate: Original certificate of attendance.
  • Status Verification: Income statement, letter of single status from employer, or divorce/death certificates (if applicable).
  • Step-by-Step Procedure

    1. Online Application: Register on the SPPIM portal (sppim.gov.my) or state portal (for non-SPPIM states like Selangor/Johor) 90 days before the wedding. 2. HIV Screening: Complete the mandatory HIV test at a government clinic. 3. District Office Approval: Submit documents to the District Islamic Religious Office (PAID) to get the marriage license approval. 4. Solemnization (Nikah): Conduct the solemnization in the presence of the Jurunikah (Registrar), 2 witnesses, and the Wali. 5. Certificate Issuance: Apply for the official marriage certificate (Surat Perakuan Nikah) and marriage cards (Kad Nikah) at the PAID office after solemnization.

  • Cost: Registration fee is RM120 to RM150 depending on the state (includes certificate and card fees).
  • Processing Time: Approval takes 7 to 14 working days after submitting documents. The certificate is issued within 2 weeks post-solemnization.

  • Important Notes

  • HIV test reports are only valid for 6 months from the date of the test.
  • Marriage without permission (Nikah Tanpa Kebenaran) or foreign marriages must go through the Syariah Court validation process (Daftar Nikah Khas) before registration.
