What Is It
The Public Service Department (JPA) offers major national scholarship and sponsorship programs (such as the Program Penajaan Nasional - PPN, and Program Ijazah Dalam Negara - PIDN). Most JPA sponsorships operate as Convertible Loans (Pinjaman Boleh Ubah), which can be converted to full scholarship waivers depending on academic results and public sector employment status upon graduation.
Who Is Eligible
Malaysian citizen.
Completed SPM (with outstanding grades, e.g. 9 A+ and above for PPN) or currently pursuing undergraduate studies at local public universities (CGPA above 3.00 for PIDN).
Must not exceed 22 years of age (for first-year degree students).
Required Documents
Copy of MyKad.
SPM examination results slip or university CGPA academic transcripts.
Co-curricular activity certificate.
Parents' latest monthly income slips.
Step-by-Step Procedure
1. Access eSila Portal: Visit the official JPA eSila portal.
2. Apply Online: Select the active sponsorship campaign matching your academic qualification (SPM or Undergraduate).
3. Register Profile: Input academic results, university name, and parent financial status.
4. Attend Assessment (SAC): Shortlisted candidates must attend the JPA Student Assessment Centre (SAC) interview and group tasks.
5. Offer Payout: Successful candidates receive the JPA offer letter.
6. Sign Agreement: Sign the sponsorship contract requiring a guarantor.
Cost & Processing Time
Cost: Free application. Tuition fees are covered along with monthly pocket allowances.
Processing Time: 2 to 4 months for assessment, interviews, and final results announcement.

Important Notes
JPA sponsorships are convertible loans: if the graduate works in the civil service, the loan is 100% exempted (converted to scholarship). If they work in local private GLCs, they repay 25%. If they work in the private sector, they repay 50%.
