What Is It
The International Student Pass (Visa) application is managed by EMGS for studying in Malaysia.
Who Is Eligible
Eligible applicants are those enrolled in a full-time academic course at a registered Malaysian higher education institution (IPTA, IPTS, language centers, or international schools) that has a license to recruit international students.
Required Documents
Passport scan: a scanned copy of the applicant's passport
Academic transcripts: official academic transcripts from previous institutions
Medical health declaration: a declaration of medical health
Offer letter: a formal Letter of Offer from the Malaysian university
Step-by-Step Procedure
1. Receive Letter of Offer: receive a formal Letter of Offer from the Malaysian university.
2. Apply for VAL: apply online for the Student Visa Approval Letter (VAL) via Education Malaysia Global Services (EMGS) portal (educationmalaysia.gov.my).
3. Submit documents and pay fees: submit passport scan, academic transcripts, medical health declaration, and offer letter, and pay EMGS processing and insurance fees.
4. Apply for Single Entry Visa: upon receiving the VAL (takes 2-4 weeks), apply for a Single Entry Visa (SEV) at the nearest Malaysian embassy.
5. Post-arrival medical screening: after arriving in Malaysia, undergo a mandatory post-arrival medical screening within 7 days, and submit your passport to the university's visa department to get the Student Pass sticker endorsed by Immigration.
Cost & Processing Time
The processing time for the VAL is 2-4 weeks.

Apply online via EMGS portal (educationmalaysia.gov.my) and at the nearest Malaysian embassy for the Single Entry Visa.
Important Notes
The Student Pass sticker must be endorsed by Immigration after arriving in Malaysia.
