What Is It

An Entry Permit (Permit Masuk) is an official document issued by the Immigration Department of Malaysia allowing a foreign national to enter and reside in Malaysia as a Permanent Resident (PR). It is a prerequisite for obtaining the red identity card (MyPR).

Who Is Eligible

Expatriates and foreign nationals under the following categories:
  • Individual Investors: High-net-worth individuals with a minimum USD 2 million fixed deposit in a Malaysian bank.
  • Experts: Talented individuals with specialized skills recognized by relevant world bodies or Malaysian agencies.
  • Professionals: Outstanding professionals working in reputable companies with a recommendation from a relevant regulatory agency in Malaysia.
  • Spouse of Malaysian Citizen: Foreign spouse married to a Malaysian citizen for at least 5 years with a valid Long-Term Social Visit Pass.
  • Points System: Expatriates who score at least 65 points out of 120 based on age, qualification, language proficiency, duration of stay, and investment value.
  • Required Documents

  • Form IMM.4: Completed application form.
  • Passport: Copy of all pages of the applicant's current passport.
  • Marriage Certificate: (For spouse category) Copy of registered Malaysian marriage certificate.
  • Income Documents: Income tax statements, salary slips, or bank deposits.
  • Sponsor MyKad: Copy of the sponsor's (Malaysian spouse or corporate sponsor) identity card.
  • Sponsor Letter: Official sponsorship letter.
  • Step-by-Step Procedure

    1. Submission: Submit the application with all required documents to the Immigration Department Headquarters in Putrajaya or online via the ESD/Immigration portal. 2. Interview: Attend the mandatory interview with the Immigration panel and police (Special Branch) for security vetting. 3. Approval: Upon passing vetting, receive the Entry Permit letter. 4. JPN Registration: Take the approved Entry Permit letter to the JPN office to apply for the red MyKad (MyPR).
